Abstract

This study examines Aḥmad Al-Raisūnī's views on the democratic system within Islamic governance, considering the ongoing divergence of opinions among scholars regarding the legality of its adoption. This research aims to analyze Al-Raisūnī's thoughts on democracy and its relevance to the contemporary context. The method employed is qualitative, utilizing library research with a conceptual approach. Data were analyzed through a descriptive-analytical method. The results indicate that Aḥmad Al-Raisūnī is a contemporary scholar who permits Muslims to adopt democracy as a system (niẓām) of government, provided it does not contradict the principle of syūrā (consultation). Al-Raisūnī posits that democratic values such as popular sovereignty, the right to elect representatives, oversight of rulers, peaceful transition of power, and the separation of powers (trias politica) re substantially not in conflict with Islamic Sharia, despite not being explicitly mentioned in classical texts.
