Abstract

The dynamic changes of awig-awig in Balinese customary villages have raised concerns regarding the consistency of customary law implementation, its relationship with the national legal system, and its influence on character education. This study aims to analyze the phenomenon of changes in awig-awig, examine its relevance to national law and dharma values, and explain its implications for the character development of the younger generation from the perspective of Hindu Religious Education. This research employed a descriptive qualitative approach using literature and document studies. Data were collected from scientific journals, books, legal regulations, and other relevant documents related to Balinese customary law, awig-awig, and national law. The data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that awig-awig serves as a recognized form of customary law within Indonesia's legal system while reflecting dharma values in Balinese society. However, inconsistent amendments and violations of awig-awig may weaken its function as a social and moral guideline, affecting the internalization of discipline, responsibility, and moral awareness among younger generations. Therefore, maintaining the consistency of awig-awig through participatory decision-making and adherence to dharma values is essential to preserve its role as a legal, social, and character education instrument.
