Abstract

Human resources play a vital role in accelerating the achievement of an organization's strategic targets. Employee productivity is conditioned by various stimulants, such as workload, internalized institutional values, and morale. On this basis, this explanatory quantitative study was initiated to dissect the partial and simultaneous contributions of workload, organizational culture, and motivation toward work output at the Batam Port Management Agency. Utilizing the Slovin formula, a representative sample of 117 civil servants was selected from a total population of 165 employees. Data were gathered through questionnaires, observations, and interviews, then analyzed using multiple linear regression via SPSS 24. The partial test results prove that task volume has no significant effect on employee productivity (sig. 0.305). Conversely, the institutional value system (sig. 0.016) and psychological drive (sig. 0.004) are confirmed to provide a significant positive stimulus toward performance escalation. Collectively, the interaction of these three variables has a significant impact (sig. 0.000) with a determination contribution of 21.6%, while the remaining 78.4% reflects various external determinants outside this research model.
